Frank Coy, Principal Field Supervisor---Mr.
Coy is President of Weston Engineering, Inc. and the Upton,
Wyoming Office Manager. His business and managerial duties
have covered a broad spectrum of projects including well
drilling, development, pump testing, well rehabilitation, pump
selection, pipe sizing, pipeline construction, electrical
system and control design, system start-up, troubleshooting,
and final inspection.
James Coy, Shop Supervisor--- Jerry Hunt, P.E., Supervising Engineer---Mr. Hunt's project experience includes more than 25 years of
groundwater-based water supply development projects throughout
Wyoming, western South Dakota and Utah. He has both management experience and "hands on" construction experience, working as a licensed well-driller and professional engineer. Permitting, well
design, testing, pump design, electrical controls, pipelines, treatment, storage, and distribution systems are all part of his engineering and construction experience. Mr. Hunt is a registered professional engineer in Utah. He is also a licensed water well driller in Utah
and South Dakota.
John Mason, Field Technician---Mr. Mason has worked as a construction
inspector and materials tester for over ten years. His inspection experience has included several projects in Wyoming,
including Osage, Moorcroft, and Hulett. He has experience in all facets of materials testing for soil, concrete, and asphalt.

OFFICE STAFF Levi Hime, P.G.., Staff Geologist---Mr. Hime is a geologist at the
Laramie, Wyoming office. He has recently received a B.S. from the University of
Wyoming Department of Geology and Geophysics. While at the University of
Wyoming, Mr. Hime's course work has included, physical and historical geology,
mineralogy, petrology, paleontology, stratigraphy and sedimentology, surficial
processes, structural geology, tectonics, geologic hazards, and the University
of Wyoming field camp. While at the University of Wyoming Field Camp, Mr. Hime
learned many techniques for acquiring field data, including mapping on a
topographic base, mapping on a aerial photo base, use of Brunton compass, use of
GPS, measurement of strata with a Jake Staff, correlation of strata using field
data collected from three locations in the Green River Basin, discharge
measurements in the Sinks Canyon Area of Wyoming, photo interpretation and field
checking, field book documentation of data, cross-section development, and
geologic map design. Mr. Hime also maintains this webpage for WESTON.

Ben Jordan, M.S., P.G., Hydrogeologist---Mr. Jordan is a hydrogeologist at the Laramie, Wyoming office.
His experience includes completing well siting studies for large and small
municipalities, ranches, and homeowners, well drilling supervision, well
construction design and supervision, pump testing design, supervision,
and data analysis, water quality sampling, and project report completion.
His experience also includes supervision of well drilling at petroleum
contaminated sites and future municipal landfill sites. Mr. Jordan has
completed or assisted in the completion of Wellhead Protection Plans for
several Wyoming communities including Burlington, Cheyenne, North Fork, Lingle,
Glenrock, Centennial, Elk Mountain,
Guernsey, and Wamsutter. The wellhead protection plant for the City of
Cheyenne was completed as his Master's Thesis and involved delineating
protection areas for the 36 municipal wells using a variety of methods.
He also assisted the Town of Encampment with completing one of the states

Sue Spencer, M.S., P.G., Hydrogeologist---Ms. Spencer is a hydrogeologist for WESTON. She has 15 years professional
experience, including 11 years as a supervising hydrogeologist for a consulting
firm in Salt Lake City, Utah where she had extensive program and project
management experience. Her expertise is in review of hydrogeologic data,
well design and installation, and interpretation of hydrogeologic and water
quality data. She has also prepared several wellhead protection plans and source
water delineations for public water suppliers in Utah and Wyoming. E-mail

Bob Starkey, Ph.D., P.G., Staff Geologist---Mr. Starkey is a Project
Geologist at the Laramie, Wyoming office. His experience includes geologic and
construction management services for many Wyoming Water Development Commission
sponsored projects, Moorcroft Level II Madison Well Project, the Baggs Alluvial
Well Project, the Glenrock Water Supply Project, and the Elk Mountain Water
Supply Project. His specific duties on these projects include lithologic sample
interpretation, geophysical log interpretation, preparation of geologic cross
sections, supervision of drilling and construction activities, interpretation
and enforcement of project specifications, water quality sampling, and pump
testing supervision.
